College Park Postmaster unable to resolve misdirected mail problems.
Over 3 months ago on 3/13/09- College Park Postmaster White said all future complaints should be directed to USPS Postal Inspector J. P. Soos, but I don't know anyone as of 06/14/09 who has received a reply from Inspector Soos. I'm getting the feeling that there is no Inspector Soos. I've been through this pass the buck routine a few times with the post office. Discovering months later that no action was taken because they "thought it was fixed" or "that person is no longer with us".
Don't hold your breath for a call back. It can take months for your complaint to be assigned - then usually to the problem post office. In my case, the College Park MD 20740 Post Office CLICK HERE to see a listing of calls and letters to College Park Post Office since 2004.
It appears the best thing to do is send your delivery complaint direct to Congressman Hoyer.

Now let's see where to begin - misdirected mail by the College Park Md 20740 Post Office during past 8 years has caused my bank and credit card accounts to be frozen 33 times CLICK HERE to view letters from banks, had the water shutoff to my house while I was on vacation and had a College Park resident whose mail was being sent by mistake by the College Park Post Office to my winter home in Florida take me to local court in hopes they could make the College Park Post Office stop doing it! One more thing - Kevin Obrien, po box 1704, your Wells Fargo credit card was delivered to my Florida address. I gave it to Florida postmaster - hope you got it. anyone who has had a College Park or Berwyn Heights Md. mailing address since 2001.
Beginning 7 years ago, I've received 1000+'s pieces of 1st class mail, DMV
notices, end of year financial statements, Jury Duty Summonses, credit cards,
"Final Notice" certified mail notices, mail from university departments that
were mailed to University of Maryland students and student organizations at
addresses other than mine in College Park, Md and Berwyn Heights, Md that were either forwarded to my
winter home in Florida or delivered to my home of 50 years on Norwich Road in
College Park, Md 20740
. In
past 4 years, The situation has been under close watch and the following documents will show
over 400 pieces of my mail has been misdirected by the College Park Md Post
Office. I have had the same address since 1957. This ongoing
problem of me not receiving my mail during past 7 years has resulted in me
paying many late charges, having my credit rating affected, having my water
service at my home turned off, social security suspended, car insurance rate increased and spending 1000+ hours and much expense
addressing the problem cause by the failure of the College Park Md Post Office
to deliver the my mail correctly and not correcting the constant misdirecting of
my mail. Recent examples are the 22 statements for 7 Bank of America
accounts in addition to Sears, Home Depot, utility bills, county tax bill and others that are either missing or returned to
sender marked as
"undeliverable". "no such street", "deceased" or have vanished. You
can't imagine the problem when your social security check is returned marked
"deceased". Anyone having problems with social security checks being returned
needs to go in person to Social Security office. Don't waste your time on the
phone.

How long has it been going on?
Prior to hiring a housekeeper in 2001, I would lockup house including taping up the mail slot after Christmas and not returning until May only to find tape removed from mail slot and 100's of letters for people on Norwich Road and other parts of College Park on my front porch. Students are gone in May and I would take a box of mail to post office only to have many of them delivered again to me in a few days. I would advise anyone who has or has had a College Park mailing address since 9/11/01 in College Park or Berwyn Heights Maryland 20740 Post Office or a post office box (20741) to check their credit report and score. I recently learned that my bank, Bank of America and Chase Bank request a credit report when statements or credit cards are returned as undeliverable. As of July 15, 2007,my Trans Union credit report show 56 report inquiries from Bank of America and Chase Bank since July 2005.These report dates are within days after my mail was returned to the banks. NOTE: I haven't applied for credit or insurance during that period.
If you do not receive you electric bill and are late with the payment, the interest rate on your credit card could shoot up.A single late payment charge could ripple through all your unrelated accounts. I have paid 100's of late fees in last 8 years because of mail delivery problems.
I would hope that the USPS would offer credit monitoring and assistance to residents in acquiring their credit reports.

ALL former addresses, not just your current and last are correct if you are
applying for a security clearance or life insurance. I found that Experian is the only credit
reporting agency that includes All your former addresses. Along with my
experiences with misdirected mail is a wealth of credit reporting information
well worth reading. Your credit report is taken into consideration by more than
creditors. Insurance companies and employment applications include their right
to check your credit report. Not reporting all addresses on file with post
office can raise concerns. Note - Employers offering a job paying $80,000+ or
requiring a security clearance have the right to check your credit without your
approval.
Remember-Do not assume that your automatic payment plan on your old card applies to your new reissued card. Your reissued card has a new account number = new account= no payment history!! Just had a Chase card go from 3.99% to 28% on 7/13/07 because of late payment caused by 30 day mail delay of replacement card by College Park Post Office. Replacement card was necessary because College Park Post Office had returned an automatic renewed card "undeliverable" 3 times in one month. Bank finally sent card via Fedex. Remember-Do not assume that your automatic payment plan on your old card applies to your new reissued card. Your reissued card has a new account number = new account !! Bank of America is an exception. I've had 6 BOA credit cards reissued because College Park Post Office returned them as "undeliverable" in past 2 years and automatic payments followed new account numbers of reissued cards. Credit reporting agencies view reissued cards which have a new account number as a new account with no payment history, thus lowering your credit score.
The number of affected University of Maryland graduates who have submitted a forwarding order since 2000 may reach 35,000. Following is statement from a University of Maryland graduate.

Beginning January 1, 2008, with no hope in sight that the mail delivery problems of past 8 years at the College Park Post Office would be corrected, I notified 100+ senders to send my mail to a friend in Florida. They receive those mailings in 4-6 days. Mail is then sent via Fedex to me and arrives within 3 days. Please allow 12 days for acknowledgement for any mail you may send to me at my friends. Should you choose to send mail addressed to my home of 50+ years in College Park, Md be prepared to wait months if then for an acknowledgement. I am still receiving some mail in College Park. Some postmarked 7 months prior to delivery! Most mail sent via USPS to College Park is returned to sender marked "undeliverable" or just vanishes. To my knowledge, the most recent delayed mail was 7 letters, 3 from Bank of America mailed early September 2008. Letters were found on December 11, 2008 when I delivered 4 letters addressed to students at Sigma Nu House that were delivered to me on December 11, 2008!

The following information regarding mail delivery problems of last 8 years was made available online beginning on June 19, 2007 for the benefit of College Park Md Postmaster Danny Bell and his staff after a call on June 15,2007 from his assistant, Robin Perry of the College Park Post Office(301-345-8923). She didn't have a clue what my problem was and was unable to find the office's "Complaint Control Log". I asked her if she had read my file. She said she didn't have my file. I told her it should be in the Complaints Control Log. She asked, "what's a Complaints Control Log". Never heard back from her and mail delivery problem continued. Began posting my mail delivery complain online

FYI-12/27/06- Received late notice for po box rent. Rent paid at counter on 12/15/06 after my po box rent in a post office supplied postage paid and preaddressed to Postmaster Bell envelope that was deposited prior to office opening on 11/20/06 in the "College Park only" slot in the lobby of the College Park Calvert Road Post Office was discovered in my po box returned marked "undeliverable" on 12/11! ! Check was presented at counter on 12/11/06 and deposited by post office on 12/12/06. Finally received receipt via mail 5 months later on 5/16/07 along with 23 other pieces of mail most postmarked 30-40 days prior to delivery.

Condition of envelope was witnessed within one minute of delivery by USPS. 7/31/07- Received message from my housekeeper that 3 letters from Congressman Hoyer arrived at my home at 4607 Norwich Road, College Park, Md today. The dates, as seen through the window are July 9th, July 17th, and July 25th. Temp forwarding order to Florida expired on 7/15/07. I'm at a loss why the 7/9/07 letter wasn't forwarded to Florida or why it took 20 days to go from Washington, D.C. to College Park, a distance of 8 miles.
FYI-7/5/07- Received letter from Congressman Hoyer on 7/5/07 that had been mailed June 21. 14 day delivery to Florida. I returned envelope to him on 7/7/07 via USPS Priority mail for his inspection because it obviously had been opened and sloppily resealed. Condition of envelope was witnessed at time of delivery by USPS in Venice Florida.
I advise anyone with a mail delivery problem to go ahead and contact post office chain of command to document your problem, but don't expect any improvement in service. Don't wait for post office to correct problem!!! Document your problem right now with Congressman Steny H. Hoyer. Out of state students should document their mail delivery problems with their Congressperson and Congressman Hoyer.

In addition to my mail, most everyone on Norwich Road, other College Park resident's and University of Maryland student's mail addressed to addresses other than mine in College Park, Md were either forwarded to my winter home in Florida or delivered to my home of 50 years on Norwich Road in College Park, Md 20740.
10/1/06- arrived in College Park after 2 week trip and found over 30 pieces of mail including "Certified Mail Notices" and credit cards all with names and addresses on Norwich Road other than mine. In addition, Over 40 pieces of mail for Ryan Haigh arrived at my home. Included in Mr. Haigh’s mail is his American Bar Association card, bank and phone statements and letters from Department of State USA and Jeremiah Dixon, Attorney General of Missouri. I put a rubber bank around the 40 pieces of mail with a note ”Please see forwarding order” and took them to College Park Calvert Road Post Office. The were delivered to me again the next day. I took them to College Park Post Office again. They were delivered to me again 3 days later! Haven't seen them after 3rd try.

Previous Event - 05/30/09- No mail since last month until today. Received a bundle of damp and soiled mail today that included one dry letter. One of the damp ones was from my mortgage company that had been mailed 30 days ago. All the others were from banks that had been mailed over 10 days ago. Missing this month is personal checking statement from Bank Of America. It may be down at 4617. This same thing happened 100+ times in past 8 years with the latest being this past February (see Prior EVENT02-21-09) . Someone had gotten my statement and tried to access my account. Bank of America detected fraudulent activity and locked account. Took a few days to straighten it out. I know the drill now. Been through it over 100 times in past 8 years.

Previous Event 04/30/09 - 23 letters were delivered today, some mailed over a month ago including one from Congressman Hoyer. Ken, the carrier said Postmaster White had instructed him a month ago to hold my mail. He had brought it to her attention that my mail was piling up and asked what to do with it. Postmaster White said to deliver it. Why is my mail being held for a month and not delivered as the College Park Post Office receives it? Prior EVENT 03/13/09 - Sent email to College Park Postmaster White regarding missing January 2009 mail after dozens of attempts to reach her by phone since 03/09/09, the day when Laurel Gilbert of Postal Operations called me and said to call Postmaster White at 301-345-8923 from now on as she is the person who will be handling the delivery problems from now on. Phone was always busy.
"Postmaster White, When someone can attempt to get into my bank account because they received mail meant for me, this is a very serious problem. I have spoken to several persons in College Park and Berwyn Heights who are experiencing the same mail delivery problems. 9 months ago, when you became Postmaster, both you and Postal Operations Manager Mr. Gwinn said there would be improvements in service. I have not seen any improvement in service. There must be a way to resolve this problem. It will take an in-depth plan with continual follow-up on your part. Prior EVENT03/06/09 - Laurel Gilbert called to say Postal Operations Manager Mr. Gwinn who has been personally working on mail delivery problems with College Park Past Office for past 18 months is on extended sick leave and I should call College Park Postmaster White for any future delivery problems. I told her the phone is always busy there. She said they always answer when she calls. I informed her that according to the Town of Berwyn Heights meeting minutes that even the Mayor Calvo of Berwyn Heights always gets a busy signal. Prior EVENT03/06/09- Spoke with Jeff at Verizon (888-780-7520). Learned that my payment is past due. I am on automatic payment plan! Bank of America notified me on 2/21/09 that they had locked down my accounts when they discovered that someone was trying to access my accounts. I can only suppose that someone wherever my mail is being delivered got my bank information. The account suspension during the lockdown period resulted in automatic electronic payments to creditors like Verizon not being paid. Made a one time payment via credit card to prevent phone shutoff . I asked Verizon to resume sending paper statements. He said they already mail paper statements. Stamped self-addressed envelope sent to county on 3/24/07 with tax check never received from tax office. UPPS Priority Mail receipt shows check received by county on 3/28/07 at 8:23am. County web site show taxes paid 3/30/07. I will contact county on Monday and will updated with their answer. Spoke with Vanessa (866-818-1278) on Monday 6/25/07. I confirmed that my property taxes had been paid on 3/30/07. She said to disregard letter mailed on 6/19/07. Finally received that letter on 7/9/07 - 20 day delivery time.

Have been trying to reach her by phone for past 2 weeks since my Bank of America account was frozen because of mail addressed to 4607 Norwich Road being returned to sender marked "undeliverable". During our conversation you mentioned that I had several addresses and you didn‘t have my phone number. Apparently you haven't read my file. My phone number appears many times in my files, in the "Complaints Control Log" in your office and Postal Operations Manager, Jody Gwinn and parties in your office have called me. I've been at 4607 Norwich Road since 1957, a total of 52 years. I also had po box 283 since 1957 until last year. I received 99% of my mail at the box for security reasons. It turned out to be the worst of the two addresses with mail addressed to the box being returned to sender marked as "no such street", "deceased", "unknown" and many other baseless reasons. True, for past 8 years since my girlfriend had her lung removed and couldn't handle our winters I had my mail forwarded to our Florida home during the winter. I do not have a forwarding order this winter. In those 8 years, the College Park Post Office forwarded many persons mail including credit cards and certified mail to my Florida home and returned 1000+ LETTERS ADDRESSED TO ME TO SENDER. I had to hire a lawyer because a College Park resident whose mail was being sent by mistake by the College Park Post Office to my winter home in Florida took me to local court in Hyattsville in hopes they could make the College Park Post Office stop doing it. Case was dismissed and judge told party to take it up with post office. You may read about that in this file. It would behoove you to read the following file before addressing the problem. I wish you well in finding a solution, but as one postal employee said 2 1/2 years ago in their email, “ don't hope for too much too quickly. Prior EVENT02/24/09-Discovered mail to City of College Park lost again. Mailed letter on 2/12/09 at 6 am to College Park housing office located at 4601-A Calvert Road at mailbox in front of Calvert Road Post Office about 4 blocks from mailbox. I noticed check had not been cashed while checking bank balance online on 2/24/09. Called City and spoke with Lisa. She said check not received. I then delivered check in person. This is the same mailbox that was indentified as a problem box in 2007. 4/28/07-Received another test letter addressed to 3rd party (Frank) from outside box ( ID # 2074000056) at office park at Balt. Ave & Calvert Road in College Park to Venice in 3 days!! Mail deposited in boxes in front of Calvert Road Post Office and in front of Wawa's was never delivered or returned to sender! NOTE: Mail from city to me is often delivered to Sigma Nu House or to Buffalo NY!! The Buffalo Post Office was aware of delivery problems in College Park and repackaged this letter and sent it to my contact address in Florida. America that my accounts were locked again. I missing several recently mailed
Bank of America statements. Found 3 that were mailed in September 2008 at Sigma
Nu House on December 11, 2008 when I delivered 4 letters addressed to students
at Sigma Nu that were delivered to my house on 12/11/08. I have spent the last
few days on the phone with banks, Verizon and Pepco after Bank of America
notified me that they had locked down my accounts when they discovered
that someone was trying to access my accounts. I can only suppose that someone
wherever my mail is being delivered got my bank information.
The account suspension resulted in automatic electronic payments to creditors
like Verizon not being paid. I've received one Verizon statement since Tanya

Prior EVENT2/24/08 - Spent Sunday 2/24/08 on phone with Carol (800-945-2000) at Chase Bank regarding statement mailed from Wilmington, Delaware to po box 283 on 12/24/07. It was not returned to them, nor was it delivered to po box 283 or forwarded to 4607 Norwich Rd. Future mails from Chase will be addressed to 4607 Norwich Rd.. Carol said to expect a “no new charges hold” and rate increase if statement is returned to them. Prior EVENT2/11/08 - Went to lunch and had my Bank of America credit card declined. Called bank and spoke with Mr. Joe Hover (800-673-1044). He said statement mailed on 1/5/08 had been returned 2/10/08 as "undeliverable" an a "no new charges hold" was put on the account morning of 2/11/08. I explained ongoing problem of past 7 years with mail delivery in College Park. He removed hold on account. I have gone through this 50+ times with bank and other creditors in past 3 years. I reported problem via phone to Mr. Gwinn the Postal Operations Manager on 2/11/08 at 3:46pm. Mr. Gwinn called me on 2/13/08 and said he would call back in few minutes and we would have a conference call with bank. He called bank and we had conference call. Prior EVENT8/16/07-4:30pm. Received call from USPS Capitol Region Manager Jody Gwinn stating that College Park Postmaster Danny Bell is stepping down. Earnest Jones will be installed as College Park Postmaster on 8/27/07.Hopefully this is the end of 7 years of poor mail service and a beginning of a new era for College Park mail delivery!!
Surely the new Postmaster will work hard to change the situation, but as one postal employee said today in their email, “ don't hope for too much too quickly. The whole office needs a change of attitude towards customer service.” see exhibit #104

Prior EVENT8/13/07- Received letter from my car insurance company that explained why my rate was increased. I never have had a claim or accident in 46 years of driving. I did have a speeding ticket 30 years ago in 1977 during the 55 mph limit days!! Had a credit card for 20 years with MBNA. It was opened and closed 3 times last year because because post office returned statements to sender marked as "undeliverable". My MBNA card account is now considered new and has a short payment history. 20 years of excellent payment history down the drain. My credit report shows 7 short term accounts "closed by lender" after replacement cards were returned "undeliverable" by College Park Post Office. Replacement cards for accounts having a "no new charges" hold placed on them when returned as undeliverable by USPS get new account numbers when reissued which translates to new account with no payment history. New accounts with no credit history and more than 3 credit inquiries in 2 years do affect your insurance rates! Have 56 credit inquiry requests from Bank of America and Chase Bank since July 2005.These report dates are within days after my mail was returned to the banks.

I believe Mr. Gwinn USPS also cancelled all forwarding orders on 7/16/07. I believe this is the forwarding order that a viewer/carrier noted as not being a temporary order."7/14/07-Received email from a postal worker. Excerpt from email "I am sorry you're having such difficulty. The sheer volume of misdeliveries and misdirections are almost unbelievable. I noticed one item that should be addressed. Your forwarding order for Automotive Yellow Pages from 4607 Norwich is not a temporary order as you intended. The forwarding label indicates that it is a permanent change of address. This should be corrected as it may cause even more problems". It sure has!
Update - 8/8/07- Received mail at 4607 Norwich Road for Automotive Yellow Pages addressed to 4607 Norwich Road from Bank of America! One day mail is delivered correctly and then the next it can be sent anywhere or returned to sender! I just never know until someone calls me about mail being delivered to their house or sender contacts me about returned mail.

Prior EVENT-7/31/07- Received message from my housekeeper that 3 letters from Congressman Hoyer arrived at my home at 4607 Norwich Road, College Park, Md today. The dates, as seen through the window are July 9th, July 17th, and July 25th. Temp forwarding order to Florida expired on 7/15/07. I'm at a loss why the 7/9/07 letter wasn't forwarded to Florida. I am on way to Maryland from Florida and will open and post letters upon arrival. FYI-7/5/07- Received letter from Congressman Hoyer on 7/5/07 that had been mailed June 21. 14 day delivery to Florida via Maryland forwarding center. I returned envelope to him on 7/7/07 via USPS Priority mail for his inspection because it obviously had been opened and sloppily resealed. Condition of envelope was witnessed within one minute of delivery by USPS Venice Florida.

Prior EVENT-7/24/07- Spent last 2 days at Bank of America branch and on phone with 6 other creditors. All claimed to have mailed statements and other notices. In all, 13 different accounts and 44 undelivered statements were discussed. Beginning in March 2007, mail was not delivered to me or returned to sender. Unlike in past 3 years when statements from all creditors were returned as undeliverable, only Bank of America stated that some was returned in 2007. I tested all credit cards in past 24 hours and all were accepted, unlike in past 3 years when cards were declined because statements were returned to sender as undeliverable and accounts frozen. Where is all of this undelivered mail? In a dumpster? I don't think so. In someone's basement or garage? I don't think so. I can only assume they were sent to the Dead Letter Office. United States Postal Service regulations mandate that no mail can be thrown away because the sender pays the post office for delivery services." However, mail that is deemed “undeliverable” may be destroyed. Postal Automated Redirection System (PARS), states “these customers have simply fallen off and created an undeliverable situation". Misdirected mail is often undeliverable and sent to dead letter office for further processing ie- destruction!
I understand that shortly after the mail that was returned to Bank of America in January 2007 that the forwarding scanners at Forwarding Center were changed to print an "undeliverable" label for mail delivered to wrong forwarding section causing them to be sent to dead letter office for further processing ie- destruction! . Prior to March 2007, mail delivered to wrong forwarding section would either get a "return to sender" or "return to postmaster for review" label. Click here to view labelsOn 1/24/07 - 9am. after having a Bank of America credit card frozen, I received call from Tanja Shirrell (301-209-3418) Supervisor of Computerized Forwarding Operations. She can not explain why incorrect labels are being printed at her distribution center, but believes it to be caused by the sorting procedures at the College Park Post office. After talking with other persons at Forwarding Center, I learned that College Park Post Office is well known for having its " to be forwarded mail" delivered to wrong forwarding section at Forwarding Center. I understand Postmaster Bell has been told many times in past 3 years that College Park to be forwarded mail is delivered mail to wrong forwarding section. The mail forwarding center for College Park is in nearby Riverdale. it has 2 separate Forwarding Sections in the same building. One for street addressed forwarded mail and one for post office box addressed forwarded mail. Street addressed fwd scanners have only street address fwd orders and PO box addressed fwd scanners only have po box addressed fwd orders. Should your to be forwarded mail be delivered to the wrong section a few things can happen to it. #1. " return to sender- unable to fwd" label #2. It may finally be delivered to correct Fwd Center and then you may receive it between 21 - 30 days. #3.It's delivered to someone else and they forward it to you #4 It receives an “undeliverable” label and vanishes in the dead letter office. Problem solved!

Prior EVENT-7/23/07- While doing my daily online accounts check today, I discovered a late fee notice of $39 for Bank of America account 1738 for a $10 missed payment. I called bank. The feeder account for the auto payment was turned off when its last months statement was returned to bank as undeliverable. Must go to branch office to activate feeder account, get late fee waived and reinstate auto pay. I've had to go to branch office's more than 30 times in past 3 years to straighten out matters such as this. For reasons beyond me, the College Park Post Office either keeps returning my mail to sender or it just vanishes! All auto pay accounts tied to the feeder account, A Bank of America checking account will experience same late fee problem. Figure about 4-8 hours to straighten out each one. Ihave paid 100's of late fees in last 7 years because of mail delivery problems.

PRIOR EVENT-7/13/07-Received letter from Chase Bank raising interest rate from 3.99% to 28.44% because of late payment caused by 30 day mail delay of replacement card by College Park Post Office. Account had been on automatic pay for several years. Return of automatic renew card as "undeliverable" by College Park Post Office caused the need for a replacement card with new account number. I spoke with Chase Rep Carrie Ledford (800-442-3142)and explained mail problem. She will removed late charges and ask for 3.99% rate to be reinstated. I should receive letter to that effect in mail within 14 days. Have a bundle of these kind of statements from many creditors, all caused by my mail being misdirected by College Park Post Office during past 7 years. I have spent 4-12 hours daily for past 3 years trying to keep my bank and credit account intact! Remember-Do not assume that your automatic payment plan on your old card applies to your new reissued card. Your reissued card has a new account number = new account!! On 6/9/07 I received an interest increase statement from Bank of America My mail had been returned to them too. Discovered Bank of America requests a "credit review" from Trans Union when statements are returned as undeliverable. Trans Union has 56 credit reviews requested by Bank of America since 7/2005 in my file. I have not applied for any credit or insurance since 7/2005!!
Following is the reason for this delayed reissued Chase Bank.
On 5/14/07- I called USPS Consumer Affairs after not receiving mail for past month, I spoke withTina, USPS Consumer Affairs (202-636-1200), she said complaint filed 4 months ago on 1/17/07 with USPS Consumer Affairs still not assigned as of 5/14/07. She transferred call to Margo (301-699-0258) at College Park Post Office. Margo, said she didn't have a forward order on file and she had 21 pieces of mail for me. I called Postmaster Bell (301-345-89230. He answered the phone. I was amazed. This is only the 2nd of many calls to him in past 2 years that I wasn't told "He's on vacation" .He said he had given forwarding order to clerk. I told him that that I just spoke with his clerk Margo(301-699-0258) and she does not have a forwarding order on file for me. Postmaster Bell mailed that package of 21 pieces of mail to me in Florida.
7/23/07- Received letter from Chase reinstating interest rate to 3.99% from 28.44%, the increased rate cause by mail being lost in College Park Post Office. This is just one example of the dozens of times of having to contact banks and credit card issuer's to reinstate rates and/or waive late fees caused by delayed mail deliveries or mail being returned to sender as undeliverable by College Park, Md Post Office. About 8 hours of telephone time and letter writing is required to address each instance. Requested Chase to mail this one to Florida so I would be sure to get it. Letter regarding returned statements from Bank of America mailed to my home in College Park last week has not been received as of 7/24/07

Received call from Jody Gwinn USPS regarding mail delivery problems at College Park, Md Post Office. His call was prompted by the requests of Congressman Hoyer and Postmaster General Jack Potter. I can only guess the call was prompted when Congressman Hoyer learned his mail had been opened before it was delivered to me.

PRIOR EVENT-7/10/07- Spent day at Bank of America in Venice Florida. Spoke with Julia Krajic (941-484-3353) trying to get the 21 statements missing since March 2007. Received copies of past 6 months of 2 checking accounts. Bank will mail missing credit card statements directly to Venice office and will supply letter regarding mail being returned to them. On 7/17/07 I spoke with Julia Krajic via phone, she said bank had mailed statement regarding missing statements to my home in College Park on 7/12/07. No statement received as of 7/23/07- 6pm. Why a statement regarding returned mail is being mailed to an address that is the address of 50+ returned letters from Bank of America is beyond me. Prior statements from Bank of America regarding returned mail have either been faxed directly to me or to a branch office. Regardless, their letter not received as of 7/24/07- 6pm.Will post letter when and if it arrives. Bank of America has been aware of the treatment their outgoing mail has received from USPS during past 3 years and has been very understanding and cooperative in providing my statements to me by means other than USPS.

That lapse had the immediate effect of shutting down the e-mail system that reporters and other Post employees use to exchange messages with the world, something they were unable to do for much of the day. The problem was discovered early Thursday morning when the paper's Baghdad bureau chief, Rajiv Chandrasekaran, was unable to get onto the Post's internal messaging system. E-mail sent to the Post bounced back to the senders, with a notification that the domain no longer existed. Champ Mitchell, chief executive of Network Solutions, said that in the past six months the Post was sent "no less than seven" notifications that the registration was about to expire. Mitchell said the process of notification and termination is automated. PRIOR EVENT-6/27/07 -Mailed letter to College Park Postmaster Danny Bell via Priority Mail with delivery confirmation. USPS online tracking says it was delivered Friday 6/29/07-9:51am. On Saturday, 6/30/07, his office misdirected a letter addressed to me from City of College Park!! In past years, Postmaster Bell's office has caused the returned of certified mail from the City of College Park by leaving all 3 notices at 4617 Norwich and on another occasion he forwarded city mail to an address in New York.
Still no answer or plan of action from Postmaster Bell. Since he received my latest letter on 6/29/07, I've had one letter delivered to wrong address, one letter opened and resealed, two letters with delayed delivery, one 22 days and the other 25 days and unknown number not delivered or returned to sender. Bank of America will supply dates of their latest mailings.

She then remembered calling me yesterday. She said Postmaster Bell is on vacation and she does not have my file. I asked her if he is always on vacation. She said he is retiring soon. Note: The answer to many of my calls to Postmaster bell during past 2 years is "He's on vacation". What does that have to do with an ongoing delivery problem? I would hope she could find form PS 4314 filed per USPS regulations in the Complaints Control Log. I asked her if she had internet. She said she did. I told her that I would arrange access for her to my file online if she is unable to locate Complaints Control Log or get my file from Postmaster Bell. I've never heard back from her as of 7/29/07.

I was stranded without funds over a 3 day weekend while on vacation 1200 miles from home last year when a "no new charges' flag was put on all my Bank of America accounts on a Friday evening after College Park Post Office returned my statements and card renewals. I immediately notified Postmaster Bell of the problem. He said he would take care of it. He didn't. I'll called Postmaster Bell later that week to see if he had made any progress. I was told "He's on vacation" and no one there was aware of the problem. Chris Smith, post office clerk no one had been assigned the problem.

PRIOR EVENT-6/14/07- 7:30am- Received call from Robin Perry of College Park Post Office(301-345-8923. She is clueless to my problem. It is apparent that she hasn't read content of complaint filed with Consumer Affairs Office that prompted her call, nor does she have my file that should be in Complaint Control Log.. I asked her to get my file from Postmaster Bell, read it and then we can start out on same page. I have spent several hours of daytime cell speaking with parties at College Park office regarding this matter. All persons I have spoken with at the College Park Md post office including Postmaster Bell have been clueless about my problem and have been unable to locate their Complaints Control Log . Today I was asked "what's a Complain Control Log?" Postmaster Bell should have a file at least 1" thick regarding my mail problem. He has been provided all information in this file via faxes and several packets of documents via USPS Mail in past 2 years. You may view in this file all documents delivered to Postmaster Bell. PRIOR EVENT-5/14/07- Called USPS Consumer Affairs after not receiving mail for past month, I spoke withTina, USPS Consumer Affairs (202-636-1200), she said complaint filed 4 months ago on 1/17/07 with USPS Consumer Affairs still not assigned as of 5/14/07. She transferred call to Margo (301-699-0258) at College Park Post Office. Margo, said she didn't have a forward order on file and she had 21 pieces of mail for me. I called Postmaster Bell (301-345-89230. He answered the phone. I was amazed. This is only the 2nd of many calls to him in past 2 years that I wasn't told "He's on vacation" .He said he had given forwarding order to clerk. She said she had never heard of me. I told her I had left messages for her and Gail Spears had given my file to her more than a week ago on 1/10/07. She said she knew nothing. I explained my problem and she said she would've remembered a person with my problem. She said she would contact Gail and call me right back. She called back and said Gail had forgotten to give her my file and had given me her direct office number, which is the wrong phone number to contact her regarding mail delivery problems. The number to contact her regarding delivery problems is 301-209-3434 which is out on the floor where she spends her day supervising the operations. He claims that banks request that cards sent to po boxes be returned to sender. I assured him that the banks are aware of my prior delivery problems at my home street address and this is not the case in my situation and that the post office should not assume that the bank made a mistake in addressing my mail.. I am including in a fax to Postmaster Bell a copies of 2 card activation statements to Postmaster Bell that are clearly addressed to PO Box 283 and a few of the pieces of mail including certified mail notices I have received either at my home or po box for several parties with names and addresses other than mine. This has happen to 100's of letters. Now beginning around 1/07 these misdirected letters receive an "undeliverable" label and either sent to dead letter office or returned to sender.

PRIOR EVENT10/1/06- arrived in College Park after 2 week trip and found over 30 pieces of mail including "Certified Mail Notices" and credit cards all with names and addresses other than mine. In addition, Over 40 pieces of mail for Ryan Haigh arrived at my home. Included in Mr. Haigh’s mail is his American Bar Association card, bank and phone statements and letters from Department of State USA and Jeremiah Dixon, Attorney General of Missouri. Post office has his forwarding order on file. I put a rubber bank around the 40 pieces of mail with a note ”Please see forwarding order” and took them to College Park Post Office. The were delivered to me again the next day. I took them to College Park Post Office again. They were delivered to me again 3 days later! Haven't seen them after 3rd try. Still getting a letter every now and then for Haigh.

2/3/06- Left phone message for Gail Spears(301-209-3402) from the Postal distribution center in Riverdale,Md. She returned my call. She has not spoken with or have any record of any call from Postmaster Bell or Mr. Smith. She reviewed my problem. The conclusion after a lengthy understandable discussion of forwarding procedures is that someone in the College Park Post Office is sending the problem forwarding order mail to the wrong distribution center and creating a "undeliverable" status for my mail.____________________________________________

2/2/06-9am - I called Postmaster Bell and was told "He's on vacation" I spoke with Chris Smith - College Park post office."Chris Smith of College Park Post Office said there is no one at College Park post office with authority to correct a data input error they made regarding my mailing address. He final words were, "I have more important things to do than your mail, maybe you should get your mail sent elsewhere" NOTE: Almost 2 years later on 1/1/08 with mail delivery in College Park going from bad to worse, I notified 100+ senders to send mail to an out of state friend. I now receive their mail in 4-6 days!.

1/25/06 - Bank of America (BOA) called regarding credit card deactivation. Jessica Bowen BOA (800-274-5060 said account was deactivated when new card mailed to my PO box was returned by post office as undeliverable on 12/18/05. That’s why my card was denied for dinner and gas in Florida on 1/13/06. They will mail new card and fax their reason for deactivating my credit to me tomorrow.see exhibit #13

1-21-06 - I mailed letter to USPS College Park Postmaster Danny Bell enclosing copies of exhibits noted via USPS Priority Mail (tracking# 03052200000174105567) from Venice Florida post office. I checked delivery confirmation on usps website. No record of letter being delivered or a response from Postmaster Bell. 1/21/06 excerpt of letter"Postmaster Danny Bell,Maryland Treasury, county tax collector, banks, credit card companies and others are going to attempt remailing previous returned mail . Remailing attempts by many in past 2 weeks resulted with mail being returned to them. I believe now, after a weekend of calling, that there’s probably in excess of 200 persons and businesses have had mail they sent to me returned as “undeliverable” in some form or another. Please see that my mail is delivered correctly!!!!"

1/20/06 -I called Postmaster Bell and I was told "He's on vacation". I then Spoke with Chris Smith of USPS at College Park Post office.
He told me Postmaster Bell was on vacation and he didn’t know what else to do. Well, that’s the last straw, Postmaster Bell goes on vacation and I here having a waiter tell me in front of clients that my card is no good. I can’t believe he went away without assigning someone to straighten this mess out!!! I got Mr. Smiths fax # and sent the following message. excerpt of fax
"I thank you for your many unsuccessful efforts in resolving my mail delivery problems. In most of our conversations, you have mentioned that you have spoken to my Carrier Leon. 1/17/06- Contacted business & personal contacts regarding returned mail.
“My credit card was put on hold Friday night 1/13/06 and .I was left stranded here in Florida over the 3 day weekend with very little cash. Couldn't use ATM either. Spent yesterday (Tuesday) in bank branch in Florida getting it reactivated. Monday was a holiday. Banks statements mailed 11 days after Chris Smith (USPO) on 12/20/05 assured me everything was straighten out were returned to bank on 1/13/06 and this holds true for all my utility bills, property tax, homeowners insurance, possible mail returned to over 200 senders. My aunts Christmas card was even returned marked "Box closed". Thinking something had happened to me, she called my 80 year old mother and had her upset until they tracked me down.
I believe now, after a weekend of calling, that there’s probably in excess of 200 persons and businesses have had mail they sent to me returned as “undeliverable” in some form or another. Example. The only good thing out of this is that some old out of town friends found out I wasn’t dead just because their Holidays cards had been returned as “undeliverable” or "deceased" last year.____________________________________________

1/13/06 - Went to dinner and had my Bank of America credit card declined. My credit card was put on hold Friday night and .I was left stranded over the weekend with very little cash. I was informed a hold was on my account because statements had been returned to them. He said duplicate statements mailed to to me on 12/31/05 were returned marked “UNKNOWN” as were the originals in Nov & Dec 2005. 1/11/06-Home Depot 800-685-1691. Spoke with Amy-statement mail was returned1/04/06. She will mail new statement today. UPDATE 1/24/06- still no mail from Home Depot. Spoke with Tammy-”mailed 1/11/06-give it till end of week. No hold on account” Then went to Home Depot and got more paint-no problem today, but will have another hold put on account if statement is returned to them. That’s their policy.

1/7/06 - Went to Home Depot in College Park on Saturday morning. Had my attempt to charge paint on my Home Depot card declined. Cashier called credit dept. while over a dozen customers waited in line. I was told a hold was on my account because statements had been returned. I explained the mail delivery situation and charge was approved. They will mail replacement statements today. I’ve learned that utility companies won’t cut your service because your bill is returned “Unknown”, but issuers of credit like Home Depot will continue to accept in store & online payments, but will put a “no new charges hold” on an account. Banks same way. I had to go to bank in Florida and prove identity before they would issue a replacement bank credit card.

12/20/05-I called Postmaster Bell at USPS College Park, Md. I was told "He's on vacation" I then spoke via phone with Chris Smith (301-345-8923)USPS College Park Post Office regarding mail I received from a Buffalo NY Post office on 12/19/05 sent on 12/2/05 from City of College Park to 4607 Norwich Road, College Park, Md 20740!! The letter was sent to Buffalo, N.Y. by College Park Post Office. . Mr. Smith said he couldn’t do anything about it because an expired permanent forwarding order to Buffalo is in his computer. I told him I had never submitted a permanent change of address to Buffalo or anywhere else. He said he would check with distribution center in Riverdale Md and call me back. He called back and said he can’t understand why his computer in College Park has an expired permanent forwarding order to Buffalo and the distribution center doesn’t and the distribution center does have the correct temporary forwarding order for my winter home in Florida, but his computer doesn‘t . He said he has it straighten out and has spoken with carrier Leon and the problem should be solved. City of College Park rescheduled inspection for 1/6/06 and I flew to Maryland at considerable expense to meet city inspector. I was informed by city that I may be charged an additional $50 for no-show visits. I was in College Park , but not at home at 9am on 12/8/05, the original scheduled inspection time and date.
NOTE; So much mail has been mistakenly sent to Buffalo NY that I had to have a forwarding order in place in Buffalo to forward to Florida any mail that comes there so I stand a chance to get some of my mail.

12/20/05- Sent fax to City of College Park Public Service Dept regarding their follow up letter dated 12/13/05 to a missed inspection scheduled on 12/8/05 caused by the original inspection notice dated 12/1/05 and addressed to my home at 4607 Norwich Rd. College Park, Md. that was misdirected by USPS to Buffalo, N.Y. In letter dated 12/13/05 that was delivered as addressed to my home at 4607 Norwich Rd. College Park, Md the City rescheduled the inspection date and warned me that "you may be charged an additional $50 fee for these visits" and in bold underlined print "it is strongly recommended that I meet the inspector at that time.

PRIOR EVENT-11/7/05- Received mail for 4615 & 4617 Norwich Road. Took mail to those addresses. The Sigma Nu fraternity house at 4617 Norwich had several letters addressed to me at 4607 Norwich Road including Wash Gas cut off notices and the first, second and final certified mail notices from City of College Park dating back 5 months to 5/26/05. I took the attempt to deliver notices to city office. They gave the returned certified mail letter to me that had been returned to them 5 months ago on 6/30/05. Norwich Rd is only 5 short blocks, but most houses are either student group homes or fraternity houses. This can amount to a lot of mail. Some days it seems that all the mail for Norwich Rd is delivered to my house. This can amount to 20 pieces of mail in a day. Further on you'll see examples of certified mail notices and other mail for other Norwich addresses including the AGR fraternity house delivered to my house.

11/6/05- Received “discontinuance notice” from Washington Gas. Called Wash Gas and told them I hadn’t received last months bill. They checked and said it hadn’t been returned. Update :Spoke with Wash Gas on 1/13/06. They said bill mailed on 12/30/05 had been returned to them. This happened a week after Chris Smith of College Park, Md post office assured me everything was taken care of. Wash Gas will attempt mailing statement again.

3/11/05- Received letter dated 2/24/05 from College Park Dept. of Public Services mailed to me at “Post Office Box 283, College Park, Md. 20741”. USPS says that Full Address in Standard Format is PO BOX 283 COLLEGE PARK MD 20741-0283 and should have been used. I responded to city letter and asked them to mail any further correspondence to me at 4607 Norwich Road , College Park, Md. 20740 due to delivery problems of po box addressed mail. Most mail from them including certified mail has been delivered to 4617 Norwich Road since that time. All was addressed to 4607 Norwich Road.

12/31/04- I called Postmaster Bell of USPS College Park, Md. . I was told "He's on vacation". Again I spoke via phone with Terry(301-345-8923)of USPS College Park Post Office. He said my box was closed for non payment. I told him I had paid my box rent in person with check at the post office at the same time I gave clerk a temporary forwarding order to my Winter Florida address. He checked and found that to be true and said problem solved. I told him Clerk in office had put a physical blocking box in my box so sorting clerk would not put mail in box like had been done the previous winter. I checked last week, on 1/8/06 when I was in College Park and saw that a physical blocker was in place again to prevent sorting clerk from putting mail in my box. Now the box mail is being returned to sender marked either "Box Closed" or "no such street".

Water service at my home turned off while I was at work . My daughter called at noon and said there wasn’t any water. I called WSSC (water company) and they said statement and several “SHUTOFF NOTICES” been returned marked “UNKNOWN”. I must meet WSSC serviceperson tonight with payment and reconnect fee in hand in order to restore service. I called post office. They said it’s probably an error at distribution center. The counter clerks know me, an all 3 said they would question “unknown“ on any mail for me. Since that time, The 2 ladies, Lonette and Margo and now retired station manager Larry at the Calvert Road office must have exhausted all means available to them to help me with my mail delivery problems beginning in 2000 and ongoing to this day. Thanks for the help Ladies and Larry.
